American senators are meeting during the weekend for the first time since the federal closure began over a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to diminish as Republican senators proposed a proposal toxic to Democrats: scrapping the ACA, called Obamacare.
Growing Consequences of Government Shutdown
The impact on Americans from the lengthiest shutdown of the US government in history worsened on Saturday, as government employees went unpaid, carriers were forced to cancel flights and SNAP benefits have been postponed for forty-two million Americans.
Trump's Proposal from Golf Course
As Saturday's meeting got started, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by health savings accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Several Republican senators praised the proposal, which is similar to a replacement for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is truly better for the patient," one senator said.
Another senator commended Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator posted in response to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Reaction
Opposition senators shared alarmed reactions to Trump's proposal.
"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been rejected by the public and Congress."
Another senator responded to the criticism of insurance companies by writing: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? In that case I welcome your support for Medicare for All."
Continuing Talks
The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an openness to an developing plan from a small group of moderate Democrats to terminate the shutdown in return for a future vote on the ACA subsidies.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "require another way ahead" after Republicans turned down an offer to reopen the government and extend the subsidies for a year.
Another senior Democratic lawmaker continued in arguing that Republicans should accept a 12-month continuation of the payments before negotiating the future of the subsidies.
"Inaction is irresponsible because people will go into debt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That is what will happen if this Congress fails to act."
Political Dynamics
Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the backing of several Democrats to restart the government, and the concept of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.
Several observers indicated that the core of such a proposal would remove the ACA's requirement that carriers cover patients with existing health issues.
After his resort visit, Trump returned to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a iteration of the plan that was unsuccessful to garner enough backing in 2017.
